On May 1, 2024, Representative John James (MI-10) introduced a Congressional Review Act (CRA) resolution to the U.S. House of Representatives, aiming to counter the Biden administration's EPA tailpipe emissions rule. The rule mandates that approximately two-thirds of all consumer vehicles be zero-emission by 2032.
James criticized the regulation as an example of EPA overreach, arguing it unfairly favors electric vehicles and limits consumer choice by pushing gas-powered vehicles out of the market. "Michigan is not afraid of the future, but we demand to be a part of it," said James. He emphasized that the rule would negatively impact Michigan's auto industry and middle-class families who cannot afford electric vehicles.
Senator Pete Ricketts (R-NE) is spearheading similar efforts in the Senate. Ricketts stated, "President Biden’s EV mandate is delusional. This rule will make it harder for low-income families to buy a car or rural families to get to their jobs."
The CRA introduced by James has garnered support from over 100 House members and several organizations including the American Petroleum Institute and Americans for Prosperity.
