Today, the United States Senate passed Representative John James' Congressional Review Act (CRA) aimed at overturning the Biden Administration's approval of California's Advanced Clean Trucks rule. This CRA had already been approved by the House of Representatives in April 2025 and is now headed to President Trump's desk for consideration.
The legislation introduced by James seeks to nullify a rule that mandates truck manufacturers to sell only zero-emission trucks. According to James, this rule would lead to increased vehicle prices for consumers, raise costs and manufacturing complexities for automakers, and complicate the regulatory landscape. He argues that if California's Advanced Clean Trucks rule is not checked, it could be adopted by other states, resulting in costly transitions to electric trucks, higher goods prices, and undue burdens on working families and truckers across the nation.
Following the Senate's passage of the CRA, James released a statement:
"I’ve always said, Michigan is not afraid of the future, but we demand to be a part of it. This is not the United States of California; California has no right to dictate what Michigan or the rest of the country does. The passage of this bill through the Senate moves us closer towards giving Michigan a seat at the table, marking a historic win for American automakers, autoworkers, small businesses, truckers, and consumers alike. Republicans are working hard to implement President Trump’s America First agenda, and the first step is repealing the rules and waivers that fueled Bideninflation. I look forward to President Trump signing this critical legislation into law."
The outcome remains pending as it awaits action from President Trump.
