Res. 88 by Congressman John Joyce of Pennsylvania, aims to revoke an EPA decision allowing California to ban the sale of gas-powered vehicles by 2035. The other, H.R. Res. 89 by Congressman Jay Obernolte of California, seeks to end the EPA's approval of California's recent nitrogen oxide engine emission standards.
James has previously acted against similar regulations. In 2024, he successfully used a CRA to block Biden Administration rules concerning electric vehicle mandates for light- and medium-duty vehicles. His current resolution has received support from industry groups, including the American Trucking Associations and the Owner-Operator Independent Drivers Association.
