Representatives John James of Michigan and Don Davis of North Carolina have introduced the Air National Guard Squadron Preservation Act. This legislation aims to ensure the continued procurement and production of fighter aircraft, allowing for the recapitalization of the Air National Guard's aging fleet, including the A-10 fighter squadron at Selfridge Air National Guard Base.
The act emphasizes retaining combat strength in the Air National Guard amid a shortage of pilots and maintainers in the U.S., as China narrows its capabilities gap. The bill highlights the importance of modernizing America's military fleet.
"Air National Guard fighter units represent 21 percent of the total Air Force, 30 percent of the Air Force combat power, and 94 percent of homeland defense—at 40 percent of the cost. The Guard is far too critical to our national security to ignore," said Rep. James. He further noted that Selfridge is strategically positioned on America's Northern border and contributes significantly to local and state economies.
Rep. Davis also commented on the bill: “It is imperative to prioritize taking the necessary steps to ensure the continued production and procurement of fighter aircraft. Our country will be better prepared for global threats, and the American people will be safer."
The proposed legislation includes several key points:
- Establishing a policy to maintain a Total Fighter Force capable of confronting any threats by retaining force structure through ANG fighter squadrons.
- Amending language in the FY25 National Defense Authorization Act to include "fifth generation fighter aircraft."
- Requiring continued production and procurement by the Air Force for both "advanced capability" (such as F-15EX, F-16 Block 70/72) and "fifth generation" (F-35 or F-22) fighter aircraft.
- Mandating contract modifications or new agreements for procurement.
- Instructing GAO reviews on advanced capability fighters for identifying challenges.
- Requesting an ANG study on continued advanced capability aircraft procurement.
