Joseph Cella, director of the Michigan-China Economic and Security Review Group, told MIRS News that the Marshall Megasite project underscores CATL's ties to the Chinese Communist Party and raises concerns about its impact on Michigan taxpayers and workers.

According to Bridge Michigan, the Ford-CATL battery plant in Marshall, Michigan, received nearly $1.7 billion in state incentives, including direct grants and tax breaks aimed at attracting the project. The article documents that state officials and analysts have discussed both the potential benefits and financial risks associated with such large-scale, high-technology manufacturing investments. The Free Press notes that scrutiny continues over the economic implications for Michigan taxpayers and the accountability measures associated with the public funding provided.

A 2023 report from the U.S.-China Economic and Security Review Commission states that CATL is a major player in China’s electric vehicle battery supply chain and is described as having close connections to Chinese government authorities, including alignment with national policies. The report documents that CATL’s operations have benefited from government guidance and that company leadership participates in Chinese Communist Party activities, in line with practices among large Chinese industrial firms. These details are presented in the commission’s analysis of China’s global industrial strategies.

In 2023, Reuters reported that Senator Marco Rubio introduced legislation aimed at blocking tax credits for electric vehicle batteries that use Chinese technology, including CATL-linked components. The proposal specifically targets licensing arrangements like the one between Ford and CATL, signaling congressional intent to restrict CCP-affiliated firms’ influence in the U.S. EV supply chain. Rubio’s initiative reflects broader legislative efforts to ensure federal incentives do not support partnerships involving Chinese Communist Party–linked entities.
