Representative John James of Michigan has announced his role as a co-leader in the Fighter Force Preservation and Recapitalization Act. The legislation, primarily led by Representative Don Bacon from Nebraska, includes support from several other representatives: Jason Crow, Jack Bergman, Sarah Elfreth, Andy Harris, Steny Hoyer, Dusty Johnson, and Marcy Kaptur. This act aims to maintain the structure of the U.S. Air Force's fighter force while prioritizing the modernization of 39 combat-coded fighter squadrons available to the Secretary of Defense for global responses.

The proposed bill outlines requirements for future procurement to update and restore the aging fighter fleet. It also establishes stringent reporting standards to ensure congressional oversight on modernization efforts within the USAF. The focus is on recapitalizing units based domestically to enhance readiness across Active Duty, Guard, and Reserve formations. Over recent decades, there has been a significant reduction in the Air Force's fighter force structure alongside an increase in aircraft age.

Rep. James commented on this legislative effort: "This bill mandates that the Pentagon adopt smarter strategies now. As a combat veteran but also the father of 3 young sons, we must refocus on sparing the next generation from bearing a heavier burden in future conflicts." He emphasized that reducing investment in proven assets like the National Guard would be shortsighted given their value and cost-effectiveness.

In a joint statement by all sponsors of the bill: “The Department of Defense is simply not buying enough fighters to replace our aging aircraft that must be retired. The Air Force fighter fleet is currently in crisis... Our legislation will give them [the brave men and women that protect our skies] the tools to do just that."
